European Parliament Elections 2014 - Accreditation procedure for foreign observers

Under article 73 of Law no 33/2007 on organizing and holding elections to the European Parliament, republished, with subsequent amendments, and under article 3 of the  Decision of the Permanent Electoral Authority (AEP) no. 2/2014 on the accreditation procedure for the European Parliament elections of 25 May 2014, foreign observers  are accredited by the Permanent Electoral Authority, upon the proposal of the Ministry of Foreign Affairs.

ACCREDITATION PROCEDURE

Documents needed for accreditation:

  1. For members of international organizations/institutions:
  • http://www.mae.ro/sites/all/themes/mae_ek/images/arrow_blue.gif);">Accreditation letter from the international or European organization, in English or French, addressed to the Ministry of Foreign Affairs, Human Rights, Protection of Minorities and Council of Europe Directorate. The accreditation request must confirm the fact that the representative of the organization is empowered as an observer for the period of the elections to the European Parliament of 25 May 2014.  The letter must have the original header, the signature of the president of the organization, the date and the seal. Letters addressed  "TO WHOM IT MAY CONCERN" will not be accepted.
  • http://www.mae.ro/sites/all/themes/mae_ek/images/arrow_blue.gif);">Copy of the card attesting membership of the international organization;
  • http://www.mae.ro/sites/all/themes/mae_ek/images/arrow_blue.gif);">Copy of the passport, or copy of the identity card in the case of Romanian citizens;
  • http://www.mae.ro/sites/all/themes/mae_ek/images/arrow_blue.gif);">Passport-type photo in electronic format, saved surname_first name_organization;
  • http://www.mae.ro/sites/all/themes/mae_ek/images/arrow_blue.gif);">Accreditation form, filled in, scanned, as well as in Word format.

The documents must be e-mailed to acreditare.obs@mae.ro or faxed to number: +40.21.319.23.67.

Attention! Given that, according to the law, the deadline for the AEP to receive accreditation proposals from the Ministry of Foreign Affairs is 15 days before the day of the ballot at the latest, in order to allow time for processing, the applications and the accompanying documentation must be sent to the MFA by 9 May 2014, 16:30 hrs., local time of Romania, at the latest.

NOTE: Accreditation of foreign observers for the election of Romanian members of the European Parliament in 2014 shall be done by the AEP for all the election bureaus. The accreditations can be downloaded (scanned form – equivalent to copy) from the website of the Permanent Electoral Authority (AEP), the section devoted to 25 May 2014 election of Romanian members of the EP: http://www.roaep.ro/prezentare/

Downloaded accreditations have the same legal value as the original.

The original of the accreditation document can be collected from the headquarters of the Permanent Electoral Authority (AEP) (tel. 021.310.08.24; e-mail:comunicare@roaep.ro,  6, Stavropoleos Street, sector 3, Bucharest, 030084).

The accreditation is valid provided it is accompanied by an ID of the holder.

According to article 73 of Law no. 33/2007:

(10) Accredited persons may watch the election operation on the day of the ballot, beginning at 6:00 a.m. until the moment of the closure and signing, by the members of the election bureau of the voting station, of the minutes on the results of the voting at the respective station, only provided they present a valid accreditation document, and in copy. They cannot intervene in any way in the organization and progress of the elections, but only have the right to notify, in writing, the chairman of the election bureau in case they observe irregularities. Any act of electoral propaganda, as well as the breach, in any way, of the accreditation act entails application of legal sanctions, suspension of the accreditation by the election bureau that observed the breach, and on voting day, immediate removal of the respective person from the voting station.

(11) At the election bureau of the voting station, accredited persons can only stay in the area set aside for this purpose in the voting room, by the chairman of the election bureau of the voting station. Based on the accreditation, the holder has access also to the area specially set aside at the county election bureau, the election bureau of the districts of Bucharest city, or the election bureau for voting stations abroad that has issued the accreditation.
